    Crowdfunders, tech startups cheer SEC rules on early fundraising

    T he Securities and Exchange Commission may have finally just unleashed real crowdfunding, if not exactly in the manner everyone expected. In a surprise move today, the SEC voted to let young companies raise up to $20 million from regular people without having to register with the agency — also without having to disclose audited financial statements or go through an arduous, state-by-state regulatory maze.     Microsoft releases Windows 10 build 10041, commits to monthly updates

    It took far longer than anyone expected, but Microsoft has finally made an updated version of the Windows 10 Technical Preview available to its Insiders program. Build 10041 will be delivered via Windows Update to anyone running Windows 10 who has configured their system in the Fast ring. It will not be available as a standalone (ISO) download.
